Hello,

The development version (0.49, not yet released) introduces a new dialog that allows you to choose the color of the shadow. But in 0.48, you need to do the following steps:
1. Apply the Drop Shadow filter to an object.
2. Open the Filter Editor dialog (Filters>Filter Editor).
3. Select the Drop Shadow filter in the list, and then the Flood effect.
4. Modify the flood color parameter.

Ray,

Following your direct message (note that is a preferable to add a comment to your question in Launchpad), the flood color parameter is in a tab called Effect parameters at the bottom of the Filter Editor. Just click in the big button (colored with the effect's current color) and pick a new color in the wheel or by entering a value manually.
