my pdf is 22 pages, inkscape wont import all 22 pages to edit, how do I do this without doing 1 page at a time?

There is no multipage support in Inkscape, see attached feature request "Bug".

You may find a tool like "pdftk" helpful though, extract all the pages outside Inkscape, then just select them all in your file manager, open with Inkscape and then use your application switcher (Alt+Tab usually) to move between pages.
