what is the bug report policy when using the ppa version ?

Could you explain what you mean with 'bug report policy'?

If you are referring to the two PPAs maintained by the Inkscape
Developer team at <https://launchpad.net/~inkscape.dev> and the question
is about where to file bug reports:
Bug reports would probably go straight to the inkscape project itself:
<https://bugs.launchpad.net/inkscape/+filebug>
unless they are more related to Ubuntu/Unity or other Ubuntu-specific
features.

If it's about bugs in the PPA recipe itself (install path, missing
revision number (known issue, already filed), etc.), it's probably also
best to report it in Inkscape's bug tracker…

Reports with the official Ubuntu Inkscape package often get filed here
first:
<https://bugs.launchpad.net/ubuntu/+source/inkscape>
and are forwarded by bug team members to the inkscape bug tracker if
appropriate.

I use the PPA version for 6 hours now and it already crashed twice. (I didn't crash the stable version for months).
and I can't duplicate the gradients (when I click the add button dup are created but when I clicked them (to change names for exemple) they vanish))

PPA by itself doesn't tell which version you now are using (nor which
one is normally available for your distro): if you installed current
trunk, it's unstable (since it's work-in-progress) by definition… Still,
sorry to hear you have trouble with the newer version you installed on
your system (whichever it is).

Had you been able to figure out or narrow down what triggered the crashes?

Automatic garbage collection of gradients has not really changed
(neither in stable 0.48.4 nor in trunk): 'Duplicate' on a just newly
created gradient (i.e. only referenced by a single object) will result
in the old gradient being auto-cleaned immediately. Duplicating a
gradient makes sense if it's currently shared between several objects,
and you want to 'fork' it for the current selected object to modify e.g.
a stop color without affecting the other objects referencing the
original gradient.

how many ppa does inkscape have ?
it should be 0.48+devel+1200(4?)+34~ precise1

0.48.4 isn't available in repository for ubuntu 12.04

sounds dumb to me. Why create it in the first place if we know it'll be deleted ? it pollutes the undo stack and you loose the name of the original gradient.

(Note: My personal experience is limited to Ubuntu 12.10, installed in a
virtual machine for testing purposes only. Currently I have none of the
PPAs by the “Inkscape Developers” team installed, and I never have
tested any version of that stable PPA. The PPA for Inkscape trunk was
installed for a short period before I switched to compiling trunk myself).

You could attach a sample file to a new bug report (note that you can
mark a report as private, if you can't or don't want to put the file (or
filter effects) into the public), so the file (and/or the filters) in
question can be further investigated and tested on other systems.

This is up to the distributor - the Inkscape project does not have an
influence on which packages / updates are officially included in which
version of any linux distribution. Since not even the current stable
version of Ubuntu (12.10) has updated to 0.48.4 yet (I don't know if the
latest bug-fix release 0.48.4 will ever make it to quantal.proposed or
quantal.backported), it seems rather unlikely to me that 12.04 will see
another Inkscape update (even if it's only a minor bug-fix release).
