My paint bucket is not filling my shapes. The fill is only a black ring.

I am trying to use the paint bucket tool and it does not do a normal fill. When I click on the palette below, and then click in my shape, all I get is a black ring on the inside of my shape. When I click on the bucket again, I get another ring. I am not sure what setting needs to be changed. My fill does not have a color and I cannot switch this on the fill and stroke menu. I have also tried to uninstall/reinstall the program hoping the settings would go back to default settings but this did not happen either. Please help!
