I want to know i to edit a picture that i have scanned in. ow to i change the colour of the picture and make the contrast better. is that possible

1) Select the bitmap image
2) For the contrast change: Call "Extensions > Raster > Contrast" and change the contrast setting (there is a "Live Preview" checkbox that allows you to see what the effect will look like before you commit your changes with <Apply>
There are lots of other Raster effects under Extensions and under Filters too that you can play with to get an image that may suit your purposes.
