Why doesn't Inkscape have a hand scroll tool?

While Inkscape is extremely accessible, this feature would open up usability to a lot of users who expect that feature to be present.

You should read the Basic tutorial: http://inkscape.org/doc/basic/tutorial-basic.html
IMHO middle mouse button drag is far better than separate drag tool.
