Inkscape is a vector graphics editor, and thus is not the best tool you would use to edit a bitmap (see http://en.wikipedia.org/wiki/Vector_graphics). I suggest you use Gimp instead. It's a powerful free bitmap editor that will certainly fit your needs.

I guess you mean editing in Inkscape?
If so, it depends on what you plan to do with your bitmap
 If you just want to change a color, again the best tool is the Gimp (note that you can import it in Inkscape afterward). There are some bitmap tools in Inkscape, but it's somewhat limited, and will affect the whole bitmap.
If you need to change the position or shape of objects in the bitmap, then yes, you must convert it to vector first (with Path>Trace bitmap).
