What steps do i take to change a color image to black and white

I am new at this and do not know how to convert a color image to black and white
I go to effects, choose color, select black and white, get a changing to black and white please wait message but it does not change

You could do this using GIMP, then import resulting image into Inkscape.

Or you could use Filters to make it black and white. Effects change only path objects (draw a red circle and yellow rectangle, then apply that effect to see it working).
