How add text area in commad bar ?

Please be more specific. What exactly do you want to do? Are you trying to add a new menu command? Or what?

No i do not want to add new menu commnad .
i want to add one text area in command bar area because i want to display current time in thread. for that first i need change code related to command bar source file.

You could always post your picture to an online image service such as imageshack or similar and post link here.

But I am pretty sure he wants to modify an existing SVG file and add a new text object programmatically eg using Inkscape's command line possibilities.

You could always make a script which adds your needed SVG stuff right before the enclosing </svg> tag, that means edit SVG-s XML code directly.
