Can I denine my own coordinate system in Inkscape?

It would be nice to be able to define the point of origin and the scale of a coordinate system in Inkscape so that I would be able to move around the graphics with my pointer and know exactly where I am according to my own coordinate system

You cannot do that yet. Implementing this requires some architectural changes.
