what do i need to be able to develop inkscape plugin?

please can you give me step by step guide on how i can set up an environment to develop a plugin for inkscape.
the things i will need to do because i know all the languages listed like perl c c++ python etc but what ide should i use what will i need etc.
please help me out?

In short: pretty much nothing if you use e.g python. Just place right files into right directories and start Inkscape again.
