how do I send an image to a plotter cutter for cut(US Cutter MH871/windows vista operating system

I have downloaded a vector of a logo,using sign cut program from US cutter- can bring up the image in sign pro but when I use the scissor button on their program nothing happens.In general how do I get an image from Inkscape to signcut,also how do I vectorize jpeg or bitmaps for the plotter cutter? You could try saving to any of the following formats from Inkscape, then opening the resulting file using Sign Pro: "Allows users to output logo in vector format such Coreldraw files, Illustrator files, DXF, DWG, AI, EPS etc" (from http://www.bridgecutters.com/proddetail.php?prod=WinPCSignPro)
