how do i create a pdf with transparent background??

I want to create a pdf with transparent background.

I create a new default file
I go to File | Document properties to confirm that the document has a transparent background
I create some simple text and shapes
I export as pdf

The resulting pdf has a WHITE background - not a TRANSPARENT background

If I export a png bitmap the background IS transparent - but I need a scalable pdf not a bitmap

How do I do it??:

PDF viewers always show white paper behind the objects. This doesn't mean your PDF isn't transparent. If you reuse your PDF somewhere (Inkscape, Illustrator or whatever), then you have no white background just as you would expect.
