If you mean PDF forms people could fill on their computers using Acrobat, then no, Inkscape does not support that.

If your form is to be printed and to be filled with a pen, then you can just draw boxes, lines and text, but you should read a tutorial on that one: http://inkscape.org/doc/basic/tutorial-basic.html
