put dark line around perimeter of star

Deas Sir/Madam,

     How do I put a dark line around the perimeter of a star? I don't know why, but it was doing it and then when I opened Inkscape to create a new star the black line around the points wasn't there. I was creating a star with 166 points with a spoke ratio of .980 in 30% gray. Also, is there a way to make radial lines from the center to the perimeter of the star? Specifically, I need the lines to extend from each point on the perimeter inward toward the center about 1/2 inch on a star about 61/2 inches in diameter. Once I get pointed in the right direction I can play with it to get my final configuration.
