how to crop images

how to easily crop files, for example making a smaller version of a large banner, deleting some text elements

Your question is not very concrete. If you created the banner using Inkscape, then just make a copy of it and move/resize/delet objects as needed. But if all you have is a raster image such as PNG or JPEG, then your either need to draw it again in Inkscape or use other tools for the task, such as GIMP or any other raster image editor.
