Ré-échantilloner fichier PNG

J'ai besoin de ré-échantilloner des fichiers PNG en conservant les fonds transparents
Peut-on le faire avec Inkscape?

No, Inkscape deals with vector graphics.
To change raster graphics file (such as PNG) you are better off with GIMP or any other raster graphics editor.
By the way, GIMP just had a release of new version, 2.8 today, so you get a whole bunch of cool new features with it :)
