How do I make text thicker. Outset not working.

I need to make text thicker. How do I do that? I have tried path, outset but it does nothing. I have tried inset/outset halo and cannot get it to thicken consistently. Help...... I use .47 so it will communicate properly with Signcut Productivity. I run Inkscape on a pc with windows 7.

Inset/outset works only on paths, Inkscape doesn't convert text to path for you.
What you really want is to simply add a stroke to your text. See Color and stroke dialog Ctrl+Shift+F.
