Can inkscape use multiple pages?

Inkscape does not support multi-page documents - a basic limitation mainly because this is not defined in the current SVG specification (Inkscape's native file format).

The feature request is well-known and any progress (depending on having an upcoming version of the SVG specification include a concept for multi-page documents) is tracked in

There is an external extension which simulates multi-page documents by reserving the use of layers for internally storing a page-like structure (please see the 'README' file on the download page of the extension about details of usage - working with this extension might be easier for experienced Inkscape users):
