Using Inkscape to improve bitmap image quality

I have a bitmap picture that I want to increase quality, sharpness and resolution with - can this be done with Inkscape. if so how?

Yes, sort of. You have to redraw the entire picture by hand using vector graphics instead of pixels. It's not an easy process. Inkscape does at least let you use the original image as a background though, to help you draw everything in the right places.
