Hello,

It's currently not possible to crop a bitmap in Inkscape (but the feature will be added in version 0.49).

For now, the easiest way to select part of your image consists in using a clip path:
1. Draw a shape on you image with the size and position of the part of the bitmap you want to select.
2. Select the bitmap and the clip path.
3. Use Object>Clip>Set.

Please not that the process is non-destructive and that you can release or modify the clip path.
