Is it possible to change a color in a picture to tranparante mode. If Yes, How can I do that.

Before you import the image for use in Inkscape, edit the picture in an image editing program such as the GIMP. You can use the Fuzzy Select Tool (looks like a magic wand) to choose the background color, and then simply delete the color. You'll need to do this with two layers, with the lower layer having a transparent background.

After that, you can now use the image in Inkscape. Inkscape has only rudimentary image manipulation tools as it is a tool for Vector graphics.
