No handles on all menu bars

Inscape 48.1 installed on WinXP Pro.
Handles on the Menu Bars are not showing and as such they can not be moved away from the main screen. The online manual shows that they should exist as dotted bars on the left side of each menu or tool bar. Apparently, these handles existed on previous version.
I am using a three (3) screen setup and with other graphic applications, I can move tool and menu bars and dialog boxes to other screens to free up clutter on my active main drawing screen.
The only option I have with Inscape is to use a window view of either 'Default, Custom or Wide'.
Is there any way to reactivate the menu bar handles?

I don't think you can drag the regular toolbars. AFAIR the toolbars and what have you are not native widgets but are hard coded in to Inkscape so you can't use all the usualy features that you get in your WM.

That said, you can make tool "dialogs" in to separate windows. For example if you click to open the "layers" (Ctrl+Shift+L) view then it will by default open as a sub-region of the main window. The title section of that layers view part can be dragged away to create a separate layers window that you could then move off to your other screen.
