If Inkscape doesn't pick up the language as expected from your system settings, you can override it by changing the interface language in the preferences (Inkscape Preferences > Interface > Language).

It has been reported earlier that the language detection for Japanese doesn't work properly on Mac OS X:

Revisiting this topic, since I missed an obvious part:

1) All Inkscape packages provided by the Inkscape project include the translation files for Japanese - there are no separate language packages to download. Sorry for misreading your question initially.

2) There are no packages of the current stable version Inkscape 0.48.1 for __Mac OS X 10.4 Tiger Intel__ available (no one volunteered to provide them - the packagers doing the Universal packages for Leopard+ (i386, PPC - runs on Mac OS X 10.5 and 10.6) don't have the resources (access to Tiger (Intel or PPC systems) and time either).

3) The latest version which had a Universal Tiger package (i386, PPC) is Inkscape 0.46 (from 2008-04-05):
