svg pattern support

Is there a way to create SVG patterns http://www.w3.org/TR/SVG/pservers.html#Patterns using inkscape?

For example if I create a circle with r=20px and square a=100px, can I select square and circle do something and gets square filled with 25 titles circles?

Select your (group) of object(s) you want to turn into an SVG pattern and use menu 'Object > Pattern > Objects to pattern'. You can then reuse the pattern to any object in the current document using the 'Pattern' option in the Fill&stroke dialog (the 5th button in the row of buttons above the color selector, settable for fill and stroke paint).
