Inkscape allows my Bamboo to select menu items but NOT draw

I have a Bamboo pen and touch. I can use it to navigate in Inkscape, select options, and use the menus. However, I cannot actually draw anything. The light goes red. When I use my fingers, however, it works. Is there some setting on the Bamboo that isn't synching right with Inkscape? When I use other drawing programs there is no problem at all.
