If this isn't a typo, please download and install the latest stable version from <http://inkscape.org> (Inkscape 0.48).

> Usung circle/arc tool & control resuts in square.

Do you actually get a filled square, or is the circle invisible and you only see the dotted line of the bounding box? If you just see the bounding box but the object itself is invisible, please check your opacity settings in the Fill&Stroke dialog, and make sure it is > 0. Also verify that the 'A' transparency channel for the fill and stroke colors are > 0.

If the object properties are not the cause, could you attach a sample SVG file with such a 'square' circle?

This doesn't help if the settings from your current preferences e.g. create invisible (fully transparent) objects: the preferences file is not reset when un-/re-installing Inkscape. To reset your preferences,
1. close all inkscape windows
2. move or rename the file 'preferences.xml' in "%APPDATA%\Inkscape" (you can enter this string as is into the address bar of the Explorer if you don't know the expanded path of %APPDATA% on your system)
3. restart Inkscape: t will create a new 'preferences.xml' file with default settings.

Possibly same issue as e.g.
Bug #285672 “Rectangle and Circle tools stopped working”

Please check the alpha channel (transparency), for both the fill color and the stroke color: it's the 'A' slider in the 'Fill' and 'Stroke Paint' tabs, as seen in the screenshot of the 'Fill & Stroke' dialog here:
<http://tavmjong.free.fr/INKSCAPE/MANUAL_v16/html/Attributes-Fill-Stroke.html#Attributes-Color-RGB>

Also, did you test to reset the circle/ellipse tool to its default (using the brush icon at the right end of the controls bar right above the canvas)?

For details about using the ellipse/arc tool, please see
<http://tavmjong.free.fr/INKSCAPE/MANUAL_v16/html/Shapes-Arcs.html>

If above tips don't help, please attach a sample SVG file with such a circle and a screenshot of the Inkscape window, showing the selected ellipse, with the 'Fill and Stroke…' dialog opened.

Sir,
Yes RBG OK, I can change the numbers, But what should it be or what is default.

Do not know how to reset circle tool as I can nto find brush icon.

Is there a master reset function?

How do I make screenshot and attach??

Thanks

Red, Green, Blue: whatever values you need to mix your color
Alpha: > 0 [default (no transparency) is 255]

> Do not know how to reset circle tool as I can nto find brush icon.

Yes, that was my mistake: only the star, spiral and pencil tools have a brush icon. The last icon on the controls bar of the circle tool resets the arc and segment settings to full circle (as described on the manual page).

> Is there a master reset function?

Please reread my first comment for detailed steps to reset the settings to default values (there is no reset function in Inkscape itself).

> How do I make screenshot and attach??

Use the screenshot tool provides by your OS, save the screen shot as PNG and attach it using the 'Add attachment or patch' link below the comment entry field on the web page of your report (or attach it to your email message if you answer per mail).

Other settings to check in your current document:
- layer opacity: menu 'Layer > Layers…' -> opacity of the current layer > 0 (default 100%)
- fill and/or stroke paint have to be defined ( (i.e. not 'Undefined' or 'None')
