How do you color the background 1 solid translucent color upon which other designs will layer

I'm designing business card. I have objects and text I want to layer over a translucent one color background. how do i color the background and then layer my objects over them.

Hello,

The tutorial "Business Card with a grunge background" (http://tutorialgeek.blogspot.com/2010/11/creating-business-card-using-inkscape.html) explains almost exactly what you want (except the background color).

Please refer the Inkscape manual if you need details on how to use layers (http://tavmjong.free.fr/INKSCAPE/MANUAL_v16/html/Layers.html).
