1) Quit Inkscape, find a file called ".recently-used.xbel" (it is most likely stored in c:\users\<userName>) and move or rename it so that Inkscape doesn't find it, restart Inkscape.

Related:
Bug #210274 “In Windows the ".recently-used.xbel" file is stored in a wrong location.”

2) If resetting the 'Recent files' list doesn't help, quit Inkscape, move or rename the Inkscape preferences file:
  %APPDATA%\Inkscape\preferences.xml
(Keep a copy or the original to be able to restore your settings) and restart Inkscape.

%APPDATA%:
Windows XP:
C:\Documents and Settings\{username}\Application Data
Windows Vista / 7:
C:\Users\{username}\AppData\Roaming
