how do adjust the size of my drawing to fit a 8in x 11in paper to be printed

To change the page size, go to File > Document Properties....
If you really mean 8.5x11 inches, which is the standard US Letter size, you'll find that in the list under "Format". For 8x11 as a custom size, change the "Units" just below to "in" and enter 8 and 11 as the Width and Height.
