How do I size my graphics to fit a license plate? Is there a template or something that can be downloaded?

A license plate is just a rectangle of a specific size, right? So you don't need a template. You just need to size the image appropriately first.

Open the document properties dialog (File > Document Properties, or press Shift+Ctrl+D).
Change the units to your favoured units (e.g., mm, inches, etc.)
Enter the width and height of a license plate into the Width and Height boxes.
Ensure "Show page border" and "Border on top of drawing" are ticked.
Click the image area.
Press 5.
You should now have a license-plate–sized empty image centred on screen, ready to work on.
