I want to know if there is an eraser tool to just erase parts of an object. Photoshop elements has one on the tool bar, I can't find one on inkscape. is there one?

what version of inkscape are you using?

There is an eraser tool in release v0.48 and o.47. The Shortcut Keys Shift+E will enable the eraser, use the Tool Controls Bar, just above the canvas to control erasing Whole Objects or Cut Out from Objects.

Photoshop Elements and Inkscape aren't exactly equivalent. Inkscape is a vector image editor, more akin to Adobe Illustrator, whereas Photoshop (for the most part) is for editing raster images such as digital photos. If you're trying to erase part of an image in a JPEG, PNG, GIF, or BMP file, you should probably be using a different program, such as GIMP.

On the other hand, if you are trying to erase part of a vector image (e.g., an SVG file), vwanweb's answer should be what you need.
