what is the best way to create a cylinder

Well the best way depends on things like viewing angle, intended shading, etc., but this tutorial on how to draw a rocket should give you a good idea on how to get started.

Drawing cylinders in Inkscape:
You can use the extension 'Generate from Path > Motion' to create a basic cylinder (convert the ellipse/circle to path first):

or use 'Extensions > Generate from Path > Extrude' to create a pseudo-3D object by connecting two paths with lines or filled polygons:
