seeing the numbers in buttons clearly

Could you elaborate? I don't understand what do you mean by "remote picture" and "remote buttons".

i am trying to to work with remote picture that i took using a digital camera , so now , when i print the picture it doesn't comeout nice its so pixilated so i was wondering what tool can i use to make it clearer .

It sounds like your original image is poor. Take another image of the remote-control with your camera, concentrate on getting the buttons in focus and filling as much of the viewfinder/screen as possible.

Using Inkscape to alter such an image is unusual, Inkscape is more suited to creating and editing graphics (clip art, posters, website furniture, etc.). You probably want a digitial pixel-based ("raster") photo editor or picture editor - a good one on MS Windows is Paint.net, on Linux you might try Krita or The GIMP.

Alternatively try if aligning the imported image in Inkscape to the pixel grid helps:
