In version 0.48. How does one move the vertical toolbar, tool controls, etc. back to a vertical position under the menu bar?

Asked by Ray Grenoble

In 0.48, the toolbars have moved to the right edge of the window and are oriented vertically. I would like to move them back to where they were formerly, oriented horizontally under the menu bar. I can drag the toolbar out of its position, but I cannot put it back into place either on the right side or under the menu. I have to close the toolbar window, at which point it reappears on the right side vertically oriented. I should be able to reposition these tool/controls bars either by undocking and dragging them into position or via a preferences dialog.

Menu 'View > Default' (snapping bar stays vertical) or 'View > Custom' (like in 0.47)
