Layers vs. Groups

Why the distinction bewtween groups and layers in Inkscape?
As far as I understand, judging from the SVG structure, a layer = group + custom attribute.
Why not treat all groups/layers equally, thus enabling the layers palette to display the group hierarchy and the user to travese it ?

I think this is to remain similar to Corel Draw.
In Corel Draw you have Layers which you can see in a side panel, and groups, that you have to click to select.

I understand.
Still, especially for complex group hierarchies, a tree view in the layers panel could be beneficial.
