How to add a boarder to a graphic

Does your imported image have a transparent background?

if yes,

you could try tracing (>Path >Trace Bitmap) the bitmap, details are here:

Depending on if you did a single or multiple scan, you could select the scanned path(s) and either Combine (>Path>Combine) or Union (>Path Union) once combined you could use Dynamic Offset (>Path Dynamic Offset) to increase the path's edge uniformly beyond the original bitmap's border.. Then LOWER (>Object>Lower) it in the stack behind the bitmap.

Use the Draw Bezier and Paths tool to draw a free hand path around the outside of your creation.
  a) Increase the Strokes Width (Shift+Ctl+F) and Lower it..
  b) Set the Stroke Paint to No Paint, X icon in below the Stroke Paint tab (Shift+Ctl+F)
      Set the 'Fill' to the color you want and then use Dynamic Offset and Lower the path below the bitmap.

I have NO IDEA what I'm doing here.
I imported a logo. All I wanted to do was to put a colored boarder around the logo. The language here is not familiar to me so hard to understand instructions.
My imported image doesn't have any background now (I think)
What is Draw Bezier?
