"Save As Type" [pull down menu - bottom of Save window]
    >CHOOSE
         >Portable Document Format (*.pdf)

A Portable Document format window will open, edit the options - press "OK"

IMHO it is better to recommend 'File > Save a Copy...' as "Portable Format (*.pdf)": the SVG document stays open in the current window and is not replaced by the PDF file (which can be confusing - Inkscape's native format is SVG, even though it can edit imported (foreign) PDF files it is best to work in the SVG format and only export (Save a Copy) to other not-native formats like PDF or EPS if you create the drawing yourself in Inkscape). The PDF file is directly stored to disk in the location chosen by the user.
