Don't know where to post a suggestion about a new tool.
Should I post it as a bug or as a blueprint ?

Probably the best first step is to drop into the Inkscape chat room and discuss it with a few people.

The users' mailing list is another good place to discuss things.

Bouncing the idea off of others can help draft a good bug report or blueprint, as appropriate.
