How do I change the pixel dimensions of a picture?

I want to be able to change the pixel dimensions of pictures without it looking pixillated, but I don't know how. Can somebody tell me how?

Well.. Inkscape creates *vector* graphics which do not use pixels. Just draw in Inkscape and then you get images that will scale to any size without looking pixilated.

If you're working with raster/bitmap images, such as source jpeg and other photos, you can use "Trace Bitmap" to convert such images to vector versions and then scale up the vector. Check the Inkscape Manual.
