Did you get the 32-bit or 64-bit version of Inkscape? Both will work on 64-bit Win7, but it might provide some clues. Since you said "....the full installation...." I might guess you got the 32-bit version, because it comes in an exe installer. (Although I don't understand what a MSI file is, so maybe it is also an installer?) However, iir, after using the exe installer, in the last step of the installation, where you see the Finish button, the Run Inkscape the checkbox is checked by default. (Or maybe it's Start Inkscape, I can't remember the exact words.) So you would not have had to double-click to open Inkscape.

If you did something else, after you double-clicked, like clicking again, accidentally or otherwise, it might have forced Inkscape to open minimized. And if you have your taskbar set up with auto-hide option, you wouldn't see it on the taskbar (because the taskbar is hidden).
