Hi, I'm experiencing the same problem with Inkscape 0.47-3, so I tried to install the new 0.48pre1-1, but I get the same result:

"The application was unable to start correctly (0xc0000005). Click OK to close the application"

I'm using Windows 7 Home Premium 64-bit
