hm I tried on WinXP
-start inkscape
-draw something
-save as
-enter filename: foo
-and it saves as foo.svg

So I can not confirm you issue. Have you tried a recent 0.47pre1 from sourceforge ? http://sourceforge.net/projects/inkscape/files/
