I can confirm the half-fix status of this fix on SVN revision 22583.
I've made a simple demonstration of this: the outer.svg file contains just a line and an image reference to inner.svg which is the same line as in outer. The two are slightly displaced so that the difference in rendering can clearly be seen.
I expected that the aspect of the two lines would be identical. Alas, the line defined by inner.svg is pixelated.
