now we go through a non-uniform scaling by using a viewbox of 420x297. The document properties shows the X scale is 200% as expected and the Y scale is 100% as expected. However the actual rectangle that is shown on the screen is still 100mmx100mm, the same as it was in the previous uniform scaling case.

This suggests that the code for performing non-uniform scaling does not even exist, or that it has been deliberately disabled. If the code does not exist then we should not present a user-interface that suggests that it does exist. This is, at best, misleading, and at worst simply wrong.
