If someone experiencing this problem is running the latest Inkscape 0.92.3 (32-bit version) you can try to extract the contents of the attached archive (the patched gtk+2 build) into your Inkscape installation folder (you only need the .dll files from the bin/ folder which go directly into the Inkscape root).
