Mousewheel action is inverted

Is it intentional that the mousewheel function of the indicator-brightness icon is reversed from the expected action?

I can see that as you mouse up you are moving the value up the panel (from high to low) - reducing the brightness. If you do this over the volume icon though, up is an increase in volume. It just seems to me that mouse wheel up over the brightness should be an increase in brightness.

Possible solution, reverse the mousewheel action so that up is an increase, and reverse the panel numbers, so that 10 is on the top and 1 is on the bottom.
