Form fields and there captions

HI,
I just study the Database Structure of iHRIS Qualify (http://open.intrahealth.org/wiki/Technical_Overview:_Database_Structure).
With respect to the tutorial its mentioned all forms and fields with there captions stored in tables form , field and form_field.
Where is i checked the Config files (XML - iHRIS-Qualify-Configuration.xml ) there is the fields and there captions and also the tutorials about adding new fields in forms (http://open.intrahealth.org/wiki/Tutorial:_Adding_Forms_and_Fields) mentioned that we have to do it in XML not db.
My question is if i change (change the caption, change the field type. or delete the filed) in XML then how it will go to effect the db and also my current running system?

There is some information in the wiki for development version 3.2 and above:

This mostly applies to version 3.1 except:
1) there is no <version> tag or <status>version:XXX</status> tag. In particular this means that in an XML file is changed, the data in the XML file will overwrite what exists in magic (configuration) data. This in not acceptable so the <version> tag was introduced to give more refined control on what gets changed in the sites magic data.

2)When a <configurtation> node has type='string' and values='many' set, it does not default to <status>uniquemerge:true</status> as it does in version 3.2 and above

3)There is no localization (via the locale attribute)
