Is Basic Employee data common to Manage and Qualify

If I am using Manage and Qualify am I having to maintain the same employee data in each database? or is there some linkage between the two?

I misunderstood the use for Qualify.
Since the individuals tracked in Manage and Qualify are typically not the same,
(and Qualify is not an employee training tool)
my question doesn't apply.
There is a training module in Manage for employees.
I withdraw the question.
