How do I modify the items on the dropdown menus?

I do not know how to modify the items on the pulldown menus such as educational level or competencies. (asked in Uganda)

Pulldown menus are intended to be developed by the system’s data manager. The link to Configure Menus is under Administer System and is only available to the System Administrator and Data Operations Manager roles.
